Twilio, the communications platform behind SMS, voice and WhatsApp for hundreds of thousands of businesses, now sells the layer around an AI agent the customer builds. Agent Connect wires any LLM agent into its channels, Conversation Memory keeps customer profiles that build up across calls and chats, Orchestrator threads every channel into one conversation, and Conversation Relay puts the agent on a phone call.

Twilio sells communications APIs for voice, SMS, MMS, WhatsApp, RCS, email through SendGrid, video and chat, plus Flex for contact centers, Verify for authentication and Segment for customer data. Its 2026 product line adds a set of services built for teams that bring their own AI agent and want Twilio to handle everything around it.

Twilio Agent Connect is an SDK for Python and TypeScript that sits between the customer's LLM application and Twilio. It receives messages from voice, SMS, WhatsApp, RCS and chat through one callback, passes the agent the conversation, the customer profile and relevant memories, and routes the agent's reply back to the right channel. It ships tools for knowledge search, memory retrieval and escalation to a Studio flow or a Flex agent, and the customer adds its own tools with standard function calling. Twilio does not run the model. Inference stays with the customer, on AWS Bedrock, Microsoft Foundry, OpenAI or any other provider.

Conversation Orchestrator threads calls and messages into one continuous conversation linked to a customer profile. Conversation Memory builds those profiles. After each conversation closes it extracts observations and a summary, reconciles them against what it already knows, and serves the most relevant memories back through a Recall API on every turn.

Enterprise Knowledge holds the company's documents for grounded answers. Conversation Relay streams a live phone call to the agent with speech recognition and voice synthesis handled by Twilio, and Conversation Intelligence analyzes conversations with prebuilt or custom language operators. Orchestrator, Memory and Enterprise Knowledge reached general availability in May 2026.

Everything is pay as you go. Conversation Relay costs $0.07 a minute on top of voice charges, Orchestrator $0.0002 per 1,000 characters ingested, and Memory $0.005 per daily utilized profile plus generation and recall fees, with channel costs billed separately. Console sign in supports SAML 2.0 single sign on on Twilio Editions. The memory and agent layer runs in Twilio's US region only, and Agent Connect and Conversation Memory are not HIPAA eligible or PCI compliant.

It fits engineering teams that have built or are building their own agent and want carrier scale channels, customer memory and voice handled by one supplier. It fits less well for a business that wants a finished agent configured in a console, or one whose data must stay in Europe or Australia for the agent layer.

In practice

An airline builds a rebooking agent on AWS Bedrock and connects it through Agent Connect. A traveller texts about a cancelled flight, the agent recalls from Conversation Memory that she prefers aisle seats and morning departures, offers two options, and when she asks for a refund exception it hands the thread to a Flex agent with the history attached.

A utility puts its outage line on Conversation Relay. The caller's speech is transcribed by Twilio and streamed to the company's own agent, which looks up the account through a custom tool and reads back the restoration estimate in a synthesized voice.

A retailer runs a custom language operator over every AI handled WhatsApp conversation to flag replies that promised a discount outside policy, and reviews the flagged conversations each morning.

A developer defines a name, description and JSON schema, and the SDK formats the tool for whichever LLM provider runs the agent. Custom tools are written with a decorator in Python or defineTool in TypeScript and can read the session, the customer profile and the channel.

Three tools come built in, knowledge search over Enterprise Knowledge, memory retrieval and escalation to a Studio flow that can route into Flex. When and why to escalate is the customer's code to decide, and Agent Connect makes no decisions about what the agent does.

Conversation Memory keeps one profile per customer inside a memory store. Each profile holds conversational memory, the observations and summaries extracted automatically after each conversation closes, and factual memory, the traits and identifiers that describe the customer. New observations are added, merged with an existing one when they add detail, replace it when they contradict it, or are discarded when they lack support, so the profile stays current.

A Recall API returns the most relevant observations, summaries and recent messages by semantic and lexical search, and Agent Connect calls it on every messaging turn.
