Agent Builder on sinch.com is Chatlayer under its 2026 name, and Chatlayer has no public price list. Sinch gives conflicting accounts of Chatlayer's hosting regions and of where OpenAI processes generated replies. Twilio's agent layer is not offered in its Ireland or Australia regions, and Agent Connect and Conversation Memory are not HIPAA eligible or PCI compliant.
