Twilio sells the layer around an agent the customer writes and hosts. Agent Connect brings voice, SMS, WhatsApp, RCS and chat into one callback, Conversation Memory builds a profile of each customer, Orchestrator threads channels into one conversation, and Conversation Relay streams calls to the customer's model at $0.07 a minute plus voice. Telnyx will also host the agent. AI Assistants run on a model the team picks, including Kimi on Telnyx's own GPUs, with tools, conversation workflows, AI tests and percentage rollouts, at $0.05 a minute for the voice engine, while SIP and numbers serve agents built elsewhere. Telnyx runs voice agents in the US or the EU, while Twilio's agent layer is offered only in its US region. Choose Twilio when your engineers own the agent and need memory and threading around it, and Telnyx when you want a hosted voice agent on the carrier's own network.

Twilio's agent layer is not offered in its Ireland or Australia regions, Agent Connect and Conversation Memory are not HIPAA eligible or PCI compliant, and model inference on Twilio is the customer's own cost.
