Cline vs Kiro (2026)

Kiro suits teams that want every change to start from a written spec approved in the repository, and Cline suits teams that want an open source agent on any model they choose. That verdict is the Agentic Index coverage score, graded from each vendor's own published materials.

Kiro is AWS's development environment built on Code OSS. A prompt first becomes requirements, design and task documents that a developer approves before the agent writes code against them, and those documents stay in the repository as the record of intent. Cline also plans before it acts, through Plan and Act modes, but the plan lives in the session while the developer approves each file edit and command as it comes. Models are the next split. Kiro serves Claude, GPT, DeepSeek and MiniMax models through Amazon Bedrock, with an Auto router and admin control over which ones a team may use. Cline takes any provider key, any OpenAI compatible endpoint or a local model through Ollama. Kiro's agent hooks run tests, refresh documentation or check work against the requirements on each save or commit. Its enterprise tier connects to IAM Identity Center and keeps traffic on AWS PrivateLink, while Cline Enterprise can run inside the customer's VPC, on premises or air gapped. The bills behave differently as well. Kiro sells each user a monthly block of credits that does not roll over or pool across the team, with overage at $0.04 a credit once someone turns it on. Cline adds no fee of its own and sells inference at cost. For AWS shops the timing matters too, since Kiro is the successor to Amazon Q Developer, which reaches end of support in April 2027.

On the Agentic Index coding agent ranking, neither Cline nor Kiro clears the bar, which asks for all five merge loop capabilities documented in full. Cline does not document knowledge grounding and RAG in full, nor testing, debugging and optimization; Kiro does not document testing, debugging and optimization in full, nor observability and auditability. 2 of the 78 vendors in the lane clear it. This comparison is published by Agentic Index, an independent agentic AI vendor research platform. Cline and Kiro are each graded against the same 14 capability Agentic Index taxonomy, from the vendor's own public materials under the Agentic Index verification standard, alongside 1,061 researched vendors. No vendor pays for placement and no vendor has reviewed this page. How this evidence is graded

Choose Cline if

  • The team wants an open source agent it can inspect, extend and run under Apache 2.0.
  • Developers should use any provider key, any OpenAI compatible endpoint or a local model.
  • You would rather approve each edit and command as it happens than sign off a spec up front.
  • Security wants every tool call, terminal command and accepted edit exported to Datadog, Grafana or Splunk.
  • Paying for model usage directly suits the budget better than buying monthly credits.

Choose Kiro if

  • Requirements, design and tasks should be written and approved before any code changes.
  • Your company runs on AWS and wants sign in through IAM Identity Center and traffic over PrivateLink.
  • Tests and documentation updates should fire on their own at every save or commit.
  • You are moving off Amazon Q Developer ahead of its end of support in April 2027.
  • A spec started in the IDE should carry on in the terminal and in a web agent.
